    Strengthening pan-European police cooperation in the face of technological and digital transformation

    It is estimated that approximately two million police officers are currently active within the European Union. Whether serving in federal, national, regional or local forces – including gendarmerie, customs and financial investigation services – the vast majority of these officers work in isolation from their European counterparts, with limited opportunities for systematic cross-border engagement.

    To date, only a relatively small group of specialised professionals are involved in meaningful information exchange and direct participation in EU-wide security initiatives. This limited interconnection poses a critical challenge, especially as the pace of technological progress and the evolution of EU legal frameworks – including the implementation of police cooperation agreements and institutional mechanisms – accelerates with each passing year.

    At the same time, the European Security Research Programme (ESRP) aims to bridge existing technological gaps within the Union and to improve the coordination of strategic efforts aimed at ensuring the security and resilience of European societies. These dynamics are set to fundamentally reshape the future of police and customs training, operational protocols and workplace standards.

    In light of these developments, it is imperative that law enforcement officers are equipped not only to systematically follow legislative and technological developments, but also to exchange practical knowledge and lessons learned across borders. Strengthening inter-agency and international dialogue will ensure that policing standards remain accountable, efficient and future-proof.

    The European Police Association (EPA) is committed to addressing this gap. Through its dedicated digital platform and the publication of its magazine, EPA MAG, the Association fosters collaboration in an environment of peer consultation, professional dialogue and the dissemination of best practices across the European law enforcement community.

    PLATFORM AND PROGRAM

                        The Citizens’ Association INSTITUTE FOR SECURITY DEVELOPMENT – EUROPEAN POLICE ASSOCIATION – MACEDONIA – SKOPJE, at the assembly held on 3.7.2025, voted and adopted a new platform and work program 2025-2029.
    As a non-governmental and non-partisan association, it will achieve its mission through the following:

         – Platform;
         – Program of activities of the association.

    Platform:

     

    1. Improving traffic safety

         Reducing the number of traffic accidents, deaths and injuries by raising public awareness of traffic safety, improving traffic culture and strengthening control and preventive measures.

    2. Strengthening the rule of law and democratic values:

         Promoting and supporting the policies of the rule of law, human rights and transparency in the operation of security services and police institutions in accordance with European Union standards.

    3. Strengthening the capacities to fight organized crime and corruption:

         Developing training programs, research and exchange of good practices between law enforcement institutions in North Macedonia, the EU and candidate countries, in the areas of financial crime, corruption and transnational crime.

    4. Digital transformation and cybersecurity:

         Supporting the implementation of the EU cybersecurity strategy, with a particular focus on improving the capacities to prevent and detect cyber threats and digital criminal activities.

    5. Improving police cooperation and border security:

         Cooperation and coordination with European networks and bodies, such as Europol, Frontex and other relevant agencies, for better information exchange, border control and migration management.

    6. Inclusive and shared security:

         Promoting gender equality, human rights and anti-discrimination in police and security services, through specific educational activities.
         Reducing the number of traffic accidents, deaths and injuries by raising public awareness of traffic safety, improving traffic culture and strengthening control and preventive measures.

    Programme of activities:


    1. Activities to improve traffic culture:

         Educational campaigns and training for road users, focused on respecting the rules, pedestrian and cyclist safety, and special activities for safety in rural areas when using agricultural machinery and attached machinery.
    Cooperation with local governments and relevant institutions to improve infrastructure and signaling for greater traffic safety.

    2. Educational programs and training:

         Implementation of specialized courses to strengthen the professional capacities of police officers and security professionals, in accordance with European practices and standards, including through available EU programs.

    3. Development of research projects and studies:

         Research and analysis of contemporary security threats, including organized crime, cybercrime and terrorism, and creation of policy recommendations, including through EU projects.

    4. Regional and European cooperation:

         Organization of regional and international conferences, workshops and seminars to improve regional and cross-border cooperation between relevant institutions.

    5. Digital transformation projects:

         Implementation of innovative digital solutions and tools to improve the efficiency and transparency of the work of the police, security services, increasing security and educating citizens through EU projects.

    6. Awareness-raising campaigns:

         Conducting public campaigns and activities to inform and raise awareness about the importance of preventing and combating crime, protecting privacy and digital security among citizens and in cooperation with institutions in the country.
